Most attackers are bad. You can't defend vs good attackers but a good base CAN defend vs bad attackers. Of course vs a "serious" attack like gowipe by a th9 the guy would need to be a complete tool (no lightning or poison vs wizards while they merrily fire at the golems) for it to not get the resources but I have seen such attacks.
For one thing most GOOD attackers will use cheap armies: the guys that can core bases with barch and one spell, f.ex.
The people using gowipe vs a th8 while they are th9 are either revenging, trying to learn the very basics of a very basic and not particularly useful attack vs th9s, but didn't dare practice vs th9, or suck too much to use cheaper armies.
I'm sorry but I can't post my members' th8 bases that do well in defence. But look at the th8s by ash, they are really solid for Internet bases. So is zwei-whatever (sorry for butchering the name its late and I'm a little drunk, merry Christmas everyone! :) ) lastly consider increasing in trophies to gold. Right now silver and lower are brutal.
