Why are loons so slow

They are hot air balloons you know. They're supposed to be. Did you know Japan launched hot air balloon attacks on US Forces during World War 2?

DPS, health, attack speed, move speed and unit behaviour all need to be balanced. Loons have really high damage and hp stats per housing space in exchange for slow movement and attack speed.
