Skipping bonus balanced out READ FOR BETTER DETAIL.
The Main Idea
I've heard several suggestions that included being rewarded every time your village gets skipped, but if the suggestion was ruled out because it was unbalanced, then here's a more balanced version for the "skipped" reward. I intend this to be better than any out-balanced suggestion relevant to this, so please give suggestions on how to improve my idea and don't say "ruled out, will never happen" because you OBVIOUSLY need more ways to get money, elixir, and DE.
Main Info
You guys already know that the skipping reward means that you get loot/resources every time a player presses the "skip" button in your village. However, I'm sure nobody ever thought that this should be more dependent on your league. So this is how it's going to work.
The bonus you get every time your village is skipped depends on the league you are; the higher your league, the more resources you get for being skipped. Now why should it be dependent on league? It's easy: in lower leagues there are more active players 56% of the time, while in higher leagues the chances of your village being skipped is lower due to the player's overwhelming skill. So here are the skipping bonuses:
Skipped Reward Per League
With no badge/league (under 400 trophies or inactive or haven't attacked yet), you don't get a bonus. If there were a bonus, then the storages would be filled due to the frequent skipping.
When in Bronze league, you get 50 gold and elixir for being skipped. This applies to Bronze I, II, and III.
When in silver league, your reward will be 150 gold and elixir for being skipped. Also, if you're a TH7 or higher in silver you don't get a bonus, so get your trophies up. This is to avoid people hiding in silver getting free bonuses for being OP, especially TH8 and up.
When in gold league (1, 2 and 3) you get 300 gold and elixir for being skipped. Also, if you're a TH6 or lower, your bonus is doubled since you deserve better for reaching a TH7 league. Still, TH9s, TH10s, and TH11s will not get a single bonus, which will encourage competitivity in the way SC wants.
When in Crystal League (1, 2 , 3) you will get more bonuses than in lower leagues, due to the high competitivity rate. However, a TH10 and TH11 won't get a reward, while for TH7s and lower they will be rewarded 2 times the normal bonus. This reward is 900 gold and elixir (we don't want the mechanism to be exploited, so the league reward will be low.) And 25 DE.
Now, in master league you will notice changes in your "skipped" reward. In high competitivity rate, a player deserves better for being skipped (either because the skipper is a trophy pusher, or someone without the skills necesary to survive). A TH8 and lower will get twice the reward, which is 5000 gold and elixir, and 100 DE. In here, anyone else will get a normal bonus regardless of TH level except that mentioned.
In Champion league, your reward will be 10000 gold and elixir, and 250 DE. If you are a TH9 or lower, and get skipped, you get twice the reward.
In titan league you get 25000 gold and elixir as well as 500 DE. Though a TH10 or lower would get twice the reward, it is unrealistic to see a TH9 or lower in such a league. Unless the player has overwhelming skills (remember that in TH9, most of your troops and spells can be maxed out.).
Now, albeit in legend league your league bonus is equals to titan I, your skipped bonus is slightly higher, since you will become an irresistible target due to your loot and your power. Your bonus is 30000 gold and elixir and 700 DE. This reward is doubled if you're a TH10 or lower, although in TH10 you will have nearly the same firepower as a TH11 (if you're a gemmer, don't feel insulted or anything, this is just a fact)
Now, why this bonus has to be very low? You probably noticed that the closer you are to be kicked out of the game due to PBT, the more likely your base will pop out, and since there are lots of people in the world playing clash, you will not noticed that your village is skipped every 46 seconds approximately, and there is a 15% chance to be raided depending on your skill. That's why I decided that the skipping bonus should be doubled if your a town hall as indicated in every league. This is because you're an easy target for the overall population in your league, if you're in gold or higher. In silver, gold and crystal, a lot of high-leveled players hide in this league to avoid to be attacked, but if they want a better league bonus, or get any skipped bonus at all, they have to raise their cups.
Restrictions to being rewarded
Though keep in mind that apart from the leagueless rewarding restriction (No league: No reward), there are more restrictions towards getting your bonus. These are some examples:
⚠ I know that to get bonus after getting attacked and receiving a shield, you would have to dismiss the shield, well think again, because if your shield expires, or you dismiss your shield, you will have a 2 hour cooldown before you can begin to recieve skipping bonus. This is to avoid the system to be abused in a way that you auto-fill storages :P
⚠ If you don't attack in 12 hours, you will stop receiving skipped rewards. Neither me, or SC, or anyone in the community, wants people waiting for their monthly pay, so if you don't attack, you will not recieve anything. So attack villages with all your might and earn that loot.
⚠ Also, the new matchmaking system forces people close to PBT, or already in it, to be atacked. So once your PBT activates, you will also have a 30 min cooldown from getting skipped bonuses. Yes you're going to hate PBT a lot, but this is to avoid system abuse.
Conclusion
This will encourage competitivity in a healthy way, and give people another way to get resources, so if this is implemented, and you will go out to sleep, or pick up a friend at the airport, or you're at school, you will notice a lot more gold/elixir/DE than you previously had b4 u <- (before you left).

In here are the pros and cons and their solutions, and also some update notes, which when the post was recently created, they were empty ;)
Attacking point of view explanation:
You're going to attack, you're the attacker, and anyone you see is the defender. You see a village, it isn't good enough for you to raid, you found it too difficult, and you skip it. The player whom you skipped will get his reward (depending on his league), and you just spender gold to check another base.

:thumbsup: I've learned that the new matchmaking system often forces people who are near or in PBT to be attacked first, rather than those who hardly attack. Also, if they're under shield, they can't recieve skipping bonus and we all know that you can't be attacked if you are under shield. Also, if you don't have a league badge, you can't recieve a bonus, so even if people quit clash, they won't have their storages filled either.

If you haven't attacked in 12 hours, or shield expired 2 hours ago or less, you won't recieve a reward for being skipped. Also, if you're near your PBT, or have been affected by PBT in the past 30 minutes (since it started) you will not recieve any skipping bonus.
