In my opinion, lvl 4 giant bombs should be made available for TH9 and lvl 5 giant bombs should be introduced for TH10. This will enable TH9 players to better defend their loot against barbarians, archers, goblins and giants. Also, this will make gohog attacks in clan wars a bit more difficult. Currently, gohog is a bit overpowered at TH9. The upgrade from lvl 2 to lvl 3 giant bomb only increases the damage but not the radius. I seriously think that TH9 players need better giant bombs.
