How to transfer my mini account?

I used to have an iPod touch and an android tablet. My main account was on my iPod and my mini was on the tablet. Unfortunately , the mini wasn't linked to Google play, even though it was on my user. I recently got an android phone, and my main account is on the phone now.

The problem is, I want to transfer my mini to a different device, however, when I try to login to play, all I have the option to do is install my main on the tablet, which would actually be nice, but my mini would disappear.

Ideally, I will get my mini on Google play so I can play both accouts on my phone, not sure if this is against the ToS or just unencouraged.

As a secondary, less needed thing, I would like to get my main on the tablet for war attacks, without killing my mini.

With your mini loaded, login to a newly created G+, then login with the same G+ on your new device.
