This game does not really has a big community, even trading items and asking questions take hours for forum members to reply. Of course, I'm using Clash of Clans as comparison which may not be logical but that's how it goes IMO. The players in Hay Day seems to be reaching a stagnant point.

i am not much of an active forum visitor so i cant really say much about the community in the forum. I do think it has been getting quieter here compared to two years ago. Maybe the game is stagnating, maybe not.
All i know is that the players are quite active. I never need to wait long for a chat with my hoodies or help from outside the hood if needed.
Forum not as enjoyable anymore for many people. This does not necessarily reflect gameplay. It was always an insignificant portion of players. Many forum members may be like me, and refrain from responding to posts due to culture which is intolerant of a different point of view. Just gives me time to play more. People quit the game, people join the game.
I've seen this brought up a handful of times in the 2.5 years of playing Hay Day, so I'd say, not, it's not dying. :)

I started playing nearly 2 years ago and am still enjoying the game. I think you are comparing 2 different types of games that have different goals. Here nothing dies! If I choose to take a break, nothing happens to my farm or NH (of course, I would opt out of derby). I can change my style of play and choose what I want to do and how much.
I think ink even the regular forum members are often busy with their own game that they may not be here as often, or so it seems. Also remember there is a major holiday that often distracts people from the normal routine.
I really dont don't see Hay Day going away. At least I hope not.
