how many troops need to be deployed to activate Eagle defense?

Two questions:
1) is it 150 for both a lvl 1 & lvl 2 eagle def?
2) how many spots do heroes count for - is it 25?

From what I read prior to the update, it said 1/3 of your full army must be deployed before said eagle artillery activates, but from what I've seen on the forums from some threads, it says it takes 150.

Also, the heroes do count as 25 each, but again, thats just from what I've read.
