War loot should be based on % damage too. 50% should be the bench mark where you earn the same loot as you do now but it doesn't stop at 70%... it keeps going. At 100% you earn 1.5× the normal loot bonus!!!

lol this will encourage clans to become fwa. without those easy bases, it is next to impossible to 3-star th10 and get the complete bonus.
The changes were made to shields, not stars.
However, based on what's happening in multiplayer, your suggestion would lead to top ranked people attacking lowest ranked people for one star or even 29% because if 100% bonus isn't applied they don't really want any bonus.
I don't think you understood. Attacking a TH10 and 3 starring it would give you 150% of the loot bonus you would receive from attacking that same townhall 10 now. Receiving 75% on that base would give you 1.25× the normal loot bonus. 70% a townhall 9 would give you 1.3× the war loot you would receive now from a townhall 9.
If a townhall 10 attacks a townhall 4 and that townhall 10 would receive 2000 loot each from it then it would receive 3000 loot instead.
If a townhall 10 hits a townhall 10 and 3 stars it then it can receive 600,000×1.5 the loot bonus. It's extremely difficult so it deserves a lot of loot. 75% a townhall 10 would earn 600,000 ×1.5... the same multiplier goes towards dark elixir.
Edit:Sniping a townhall would result in 2% damage resulting in .52× the loot (the loot is nearly citing half).
