I personally agree...I think just one forced break of 18 minutes should be enough, or even 20.
Honestly, I raged quite a bit at the 6-15 shuffle concept when I first ran into it. It was so unbelievable, I thought it was a misread by people.
But no.. 6 mins off, 15 mins on... then 6 mins off, again is a reality. I... really wonder if they knew how much it would incense people. I'm sure they knew it would cause issues, but I wonder what they were balancing that against at the time that was made... And what the worse possibilities were that weren't picked.
Long story short, I've currently got a thread linked in my signature for trying to find some workable middle ground on this Personal Break system.
I can't see much talk over actual Personal Break numbers be useful, since SC has the market cornered on stats and figures, and realistically would have a better idea on what would work. The best we can do is just work with what is given, and give our opinion on how it goes; because they can see our online behavior, and can correlate that with how good or bad we say it is.
Just hang in there. It is in their best interests to get this right for the vast majority of us, but they are human, and need time to hash something out.
When I asked for a fix of these metagaming issues about a year ago, I knew it would be quite the painful transition. And.. was about right on the magnitude. Still surprised they even did it so relatively soon.
It's seldom i dont get attacked or that they fail as TH9 in master.
But if they do i just manually remove the guard and exit the game again.
Might be your best option for now, although i do also dislike this system
