It shoots faster than one per second so the damage per hit is less than 33, that's why it takes two hits.

Read the wiki if you have questions about firing speed they show how much range it does per shot instead of per second.

Cannons have a firing rate of 0.8 seconds, so their damage per shot is less than the damage per second. That's why it would take 2 hits to kill a level 4 archer. Btw, a level 7 cannon has 40 damage per second, which is 32 damage per hit, not quite enough to kill a level 4 archer (with 33 hit points) in just 1 shot.
