How To Never Have Bad Loot
A new loot system simple as that.
For example:
League Bonus + Damage Bonus (base on difficulty) + Raidable Loot (decreased by 50%) = Total Loot

Damage Bonus
The more damage you do, the more bonus you will receive. to earn the bonus you must gain at least one star. damage bonus is based on the TH difficulty.
formula: 0.5% of war base value X damage %
example: TH10 Base = 400k in war. 0.5% (2k) X 100% damage = 200k loot
(its rare for players to do 100% damage, a more realistic value would be 60-70% = 120-140k)
raidable Loot
raidable loot will be decreased by 50%, so you can only steal 10% of players storages to compensate the extra loot being added.
