You have seen lots of TH3 clans there accepting only TH3 players, right?
Why do you think so? Why do I have a TH3 base? Why would you make a TH3 base?
Perhaps TH1-2 clan is not that far away from TH3, and if TH3 clan makes sense, then TH2 and TH1 must also make sense.
This is why I suggest that we may stay on TH1-2 and build us a clan castle with 5 troop space. It would fit in perfectly. All other CC just raises one level and lvl 1 is given at TH1 for affordable cost.

The tutorial experience can still be arranged, and that is not an issue, the COC coders are from Finland, please don't insult them. They can make a minor change like this during a coffee break.

Keep it for and against for TH1 in clans. Remember the name of the game is Clash of Clans. Clans is the major thing and so should be from the beginning. In ancient times we did have wars without archers. Why jump over this phase? You might not be interested to play in TH1 now, but im sure you would try it at some point. It gives a different game experience. Why not give us also this options? Everyone does not need to play the same way.
