It widens the search field, meaning it looks deeper and possibly allows additional tolerances in the search that would result in a slightly harder or on the reciprocol, weaker, clan to be versed. There is a cap max/min limit on the resulting matchup. Have you ever seen a clan with the highest member being th8 match a clan with max member being th10? No, and you wont, the algorithm prevents that unless it is broken. Now if you have a TH10 in your clan and there is also a TH7, the search includes a range between th6 and max th10.
SC went pretty deep into how the algorithm worked when Clan Wars was released. It has had some improvements but the core function is the same.
Just because thats what SC said doesnt mean thats what they meant. Developers and tech support personnel do not always convey the proper information when giving it. Ever try to get help my calling tech support? Same thing. It is possible what they told you is correct, but it might be broken
If SC had an algorithm that vastly widened the search parameters after hours of searching, that would be a flaw and they would seek to fix it. Otherwise it could lead to a vastly wide range matchup of a clan with max player th8 and a clan with multiple th10s, resulting in a poor review and image on SC. That would drive potential customers away, contrary and contradictory to what SC aims for.
