What do you mean by "win"?
Can you get a star with say lvl 10 royals and th9 max troops? Yes, with some bases. Others will make is really challenging to get a star.
Can you star a max 10? No... not even a max ten can pull this off consistently.

You can get one to 2 stars with a 5 golem attack. There are videos of similar attack in the Th10(by Th9) link in my signature. Not all are maxed out so are the troops of the attacking Th9.
I got a 2 star win against a completely maxed TH10, but that was with Balloonion while I was farming, so I don't think that counts, since I was only going for the storages.
