Speculation:
1. Based on the statistics that they have access to Supercell realized a few months ago that revenue was declining as the biggest spenders began maxing out, completing their push to Legend, and spending fewer gems.
2. Realizing that fewer new players were joining the game and spending, SC analyzed profitability and decided to focus on the 5% of players that traditionally supply the majority of the revenue.
3. Knowing full well that the update would wreck the game for the majority, SC focused exclusively on the 5%, to provide them with new content and gameplay possibilities, and provide incentive to spend again.
Conclusion/tldr: SC believes that CoC is approaching end of life, and instead of trying to reinvigorate it, they have decided to squeeze their cashcow one last time.
