So essentially if everyone in high leagues left their th outside, everyone kept sniping each other for just the loot bonus, it would add endless resources to the game.
No shields - more gold/elixirs out there.

This is speculation but I'm starting to think that this game was starting to plateau. Raw data is not publicly available but if I had to guess, inactives are becoming huge in numbers (likely larger than actives), revenues were starting to slip as purchasers were either less interested or they were maxed out. These trends likely caused Supercell management to meet and devise a plan to improve usership and revenues.
I think Supercell needs to understand their customers, both paying and non-paying as everyone is vital to the popularity and profitability of the game. You need to understand demographics, profiling, behaviours, routines and as importantly, manage expectations. For those that enjoy the changes so far, these changes will clearly improve their gaming experience. For those that are opposed to the changes it clearly will impact their approach to the game negatively.
The changes are intended to improve gameplay but at the risk of dedicated players becoming otherwise. Trophy pushing was an element of the game that will be now limited to stronger villages. TH snipes were driving the economy of a lot of players rather than stealing from each other (I suspect that win bonuses will increase and if I had to guess, triple with one star getting 1/3, 2 star getting 2/3 etc. to offset this). I was a paying customer pushing TH8's to champs in three accounts and staying there, that revenue stream should have an impact with this change. I was a paying customer for going to war, I'm far less inclined to go to war as war doesn't provide a net benefit to me. I thoroughly enjoyed how I approached this game which is why I feel disappointed because I have to approach it differently, I would say homogenously like most other midcore players. Supercell, please take any major changes slowly, the risk is real that some players may stop PAYING and that some players may stop PLAYING. I'm sure that is not the intended result of these changes.
I already go hours some times without being attacked. That is WITH my TH out. Right now, I don't really care because there isn't a 3 hour cumulative timer counting my game play time.
I will now need to make my base even more tempting to hit so that I can reset the 3 hour timer.
I can clearly see, that genius guy who was behind the leaf blower update is the main architect of these new shield concept.

As has been stated, game time is cumulative and does not reset without getting a shield or having 3 unsuccessful attacks on your base. In other words, you will be stuck not able to play until your village gives itself up.
This whole thing is just too ridiculous. The system was fine before. If there was some kind of issue for the top 5% of players, just change their game.
you're village i under attack if u defend good u will geta shield and bigger attacks give u more time on the shield

and there is something called village gaurd which is a good thing
the way its done might be complicated but using it wont be, its like a car , there are lots of engeeniring done into a car but all u know is how to drive it as a casual driver , but if you wanna do some hardcore stuff with it u might get into details, not necessery for everyone
