When to rush to th9

I'm mid max th8 walls max wt lvl 5 archer/cannons tw 9 bk 10 farming troops that i used lvl5 dark troops and spell still not upgraded..... i want to rush to th9 because my elxir is wasting my elxir storage is always full and de too no where to spend .... i don't war so shall i rush or not ?
PS: i'm very active and do 700 to 1200 session attacks maybe enough to recover and also have 5 builders..

if you are already wasting elixir you are already too late, rush now, XD your walls and heroes will thank you
th9 is the best place to upgrade everything to th9 max. Th8 is just too long with its 2 lvls of def upgrades

im th8 from 1 month begin sick of it ....idc about how many lvl upgrades of th8 def...def is most ez thing to upgrade all i need is lvl 20 heros+ lvl 10 walls :3

Minimal requirements:
Maxed drills, DE tank, gold/elixir storage levels, CC, dark barracks, possibly normal barracks (optional: WT 6, AD 6)

Troops:
barb 5, arch 5, loons 5, rage 5, BK 10 (optional: giants 5, wb 5, wiz 5, hogs 4, heal 5)

Indications for rushing: (any one of the following)
1) Capped elixir
2) Maxed skulls
3) Maxed DE troops + BK10
4) Bored
