I'd finish walls and anything else you may he able to upgrade while doing so. The 2 levels of wall at TH 9 are killers. But as mentioned if you do go TH 9 concentrate on heros immediately. Otherwise you'll be sitting on max D with low heros. I see it all the time.
There is a lot more to optimization than max everything. Players like Sinofdusk are great examples of moving strategically forward and achieving much more than an average player. But it obviously fits his playing style. I maxed a lot of my th8 except my de stuff and it worked out fine for me.
I think ink you are fine. It's pretty hard to "mess up" unless you really become a premie. And most premies that I have seen are higher town hall level and have lower levelled offence and defence.
