Yes it's been discussed. And no it won't ever happen.
It's amazing how many people post ideas that they feel would personally benefit them without taking a moment to consider their impact either overall gameplay, or in this case how it would effect Supercell as a business.
One of Supercell's biggest moneymakers is players spending gems upgrade troops, both by buying resources, and finishing them early to start another one. A second lab would cut into their profits by reducing the number of players using gems to finish lab upgrades, which is why it isn't going to happen.

Dark laboratory will help us to upgrade dark troops and spell, it would be really helpful
