Town Hall sniping solution.

I'm talking to other guy sorry, he was rude. At least give me something than an insult. A really solid idea I actually want to see feedback on is my New Revenge System post. That's pretty legit and worth a look

No you're fine I appreciate your input but I'd appreciate it more if you could give my other post a look thanks again for not being rude

There are going to game play changes when the update arrives, probably best to wait and see the new features before suggesting to change the current system which is going to overhauled.

The militia would be passively made by the Town hall, kept in the town hall, and could not be upgraded. Instead, the larger your village got, the more militia it would have to protect it.

Another solution looking for a problem.

Honestly, if you wanted to deter people from leaving their TH outside, put some DE in it. Maybe in addition to whatever your drills and storage hold, a set amount of DE based on your th lvl.
