It should be possible to send a message to a user, also to boomark users (if they are clanhopping you will never know where to find them again). Also in clanwars the two fighting clans should be able to chat in a cw chat (if both clans allow it - clan leader can turn chat on or off before searching for opponent)
PM users: This could lead to advertising so I don't see it happening.
Bookmark players: If they left your clan, why would you need to watch them? Anyway, you have the Friends tab for that, simply add them on Facebook and it's done.
War Chat: Unfortunately, I don't think this idea would fit into clash. Judging by the quality of the sportsmanship of our players, I can only imagine how that chat would be filled with insults, bad accusations, and stuff like that.
Such a chat would only bring more reports for offensive language to the clash support, so I don't think a chat would be a good idea. Even if it's to add a censor, it's very easy to avoid it using a simple symbol to separate a single word into two.
If you really want to congratulate a clan for their involvement in the war or just to talk with them, you can go to their clan and do that.
