A text box for the wars would be helpful, the clan leader could write the rules/guidelines for the ongoing war. Every player of the clan can read it touching a new icon/button on the map war.

Given that a large text field for clan requirements is ruled out, I don't see this happening. Plus, a clan mail can do the same thing.

with text box I can edit it everytime, I have to wait 12 hrs with mail clan

Then use a third party messaging app if you don't want to wait 12 hours.

The idea you are suggesting is basically the same as the ruled out idea listed below.
