No. Miss Jay Alexander, whom the picture is of, is actually a clasher and a moderately frequent poster on these very forums (or at least the poster's moniker is "MissJayAlexander," it may not necessarily be her). She frequently told anyone/everyone hyping the potential release of TH11 that they were crazy, often with the a phrase to the effect of "I'm telling you there's no TH11 coming."
This meme is just poking fun at her for it (although I must admit, some of her posts are/were great. I haven't seen her around in awhile, I wonder if they're filming another season of Top Model or something :))
