Did this change? Used to be we had to qualify before the global event was reached, to win the final prize. So in this case of the boat event, we would have to fill and ship two boats before the global target reached, or we would not qualify. Now people are able to START filling boats after the global target had been met, and still they are getting the delivery of the 5 diamond prize.

As far as I can remember this has always been the case..
Whether or not this is fair is an entirely different matter..
It might not be fair because the people doing boats at the end did not really help in meeting the goal (since it was already met)
But on the other hand changing it and only rewarding the people that reached the 'checkpoint' before the goal was met is also not fair since that would mean that someone who can't play the first day(s) of the event will not be able to get the reward..
Personally: I like it how it is.
Definitely more fair to all to allow people to play the event and win global goals even after the global target has been met. They still have to reach the qualifying personal targets, don't they? I hope so. Too cruel*, not to mention deceptive, to make an unknown cut off point when a clear time has been set out and good time management would lead a player to pace themselves.
