Hello everyone! ChiefNation here, today I have a great idea, so just hear me out!
(This would be a War-Only feature(only can be used during wars))
Keep in mind there can only be 3 strategy rooms going on at once per clan to reduce lag/etc.
Someone is able to start a 'Strategy Room' on a war base(enemy). In this, the host of the room will have a Pen tool(similar to the one in paint) and 3 colors. They are able to give 2 other people permission in the room to also use a pen tool(each person has their unique 3 colors respectively) and then, they are able to plan their attacks. Strategy Rooms are only available for 15 minutes at a time, with a 2 hour cooldown per person after starting a room. The strategy room you will be moved to the Strategy room chat, where you are only able to chat in that 'channel', as well as nobody outside of the room can talk into it or view it.
