You can easily figure that out by checking the persons village to see if they collected resources or not.
Example: if you have a level 11 collector that makes 3000 per hour - and he has 30k in his collectors, then you know he has been off for roughly 10 hours (unless they don't collect their resources for some reason)
Ya leader should get the info that his which clanmate is online by marking a green signal but otherwise the best way to find is by seeing his drill
This idea is ruled out. It's useful though.
