Queuing upgrades is ruled out. Please read the stickied threads at the top of the page for more information.
Not sure what you mean @OP (please elaborate) but SC needs to create a bottleneck on upgrades and this would have a major effect in eliminating that. Not gonna happen.
It's the same rationale as a builder. SC wants you to go online to utilize your lab and builders. You can get a notification put on your device anyway to help remind you too. SC likely won't want even more elixir to be hidden when queueing an upgrade.
Simple. When you bank/queue an upgrade you could hide elixir that should have been on your storages for others to raid/stolen.
When you have all your troops upgraded the banking won't work because you have nothing to up grade, Only allow 2 things to up grade at anytime eg: archer & giant. It won't effect the game because make it so once the up grade has started it can't be changed.
