I don't think there's much evidence that suggests there's a high attrition rate among players who finish maxing because they can't upgrade anything, and even if it was there, this wouldn't solve it. You want to increase the excitement among max/near max players, a stopgap measure that gives you a miniscule upgrade for a massive amount of resources isn't going to cut it. You need a major addition...TH11, individual or clan tournaments, more single player levels/monthly challenges, a megabase that the entire clan contributes to upgrading, or even a new troop that adds a variety of possibilities to army configurations would have more of an impact than what you're proposing.
