Enough with the "potential of abuse" argument
Let us consider several ideas that have been proposed several times in this forum:
-The ability to challenge a friend to a duel (one on one mini war)
-The ability to challenge another clan to war (arranged matchup)
-The ability to attack one's own base
Every time such an idea comes up, it gets shot down by some forum members who point out that "there is potential for abuse", because then the said friend, or clan, or myself, respectively, could create a base I am interested in attacking and then practice attacking it.
Yes, I agree, this is a possibility. It is also a possibility that will be hit by a thunder when I walk out of my office, or be eaten by a shark when I swim in the sea. But is any of this really plausible?
Socrates urged us to know ourselves, so I asked myself the question: would I abuse these features if they were available? So say I am in a tough war, and I want to 3 star the enemy I have chosen. Surely I can go ahead and copy the enemy base, and then attack my base as many times as I please. Right? Wrong!!!
Let us consider what is involved here:
i) I do not know the contents of the enemy cc
ii) I do not know the locations of the traps
Someone may object that I can send a clanmate to attack the base with the explicit purpose of scouting it, namely reveal the contents of the cc and the locations of (some of) the traps. Sure, this is possible but:
iii) Just how many times am I going to redesign my base?
Am I going to change my base design every time we are at war, just so that I can 3 star the enemy? Hell no! Are we serious? My clan is constantly at war! Do you have any idea how long it takes to build a base from scratch? Of course you do, you have built your bases too, just like I have. Do you change your base often? Would you change it for every war? I bet not! The process of building a base takes me more than an hour. When I went to TH9 I built a farming base and a war base... and that was it! And I have been in TH9 for about 6 months now. Sure, I will build a new base... when I get to TH10. But change my base like once a week? Even once a month? Give me a break!
On the other hand, consider how much more fun the game would be if you were able to arrange a war with another clan, or if you were able to challenge a clanmate to a duel (just for fun, say no loot is involved to avoid any unpleasant situations)?
The bottom line is: do not be discouraged if a fun idea has "potential for abuse" and please do not be too quick to dismiss great ideas just because there is a minuscule and very unlikely "potential for abuse."
There are already many abuses in the game.
The reason and importance for taking in to consideration "PFA" is extensive, as already identified there have been a number of abuses that have had to be combatted such as sandboxing - which has harmed the usability in terms of the game being fun for all.
By adding in more features that have good reason or strong likelyhood of PFA you are increasing the chances and although you seem to think it is the same chances of being hit by lightning - I disagree the game is orientated on getting one over on your opponent and there are a lot of serious gamers out there this feature will almost certainly add to these serious gamers repertoire of tools to this end. The ability to tests bases is exactly the same as sandboxing in my opinion. Your base is tested every time you don't have a shield and that was the way the game is designed and it is those attacks you can learn strategies used and ways of combatting it.
Alternatives would be inviting other clans or players to a sort of mini league, or the current league table you are in could have a competition included of somekind, that would be a more reasonable expectation.
