As you said, it's supposed to be hard to get. Go out and raid for it! The drill should imho be seen as a way to replenish any dark stolen during the night, not as a sole source.
I'm just a level 90 th 9 with level 3 drills, and I still have no trouble getting plenty of dark when I want to. Watch some videos on dark storage surgery.
