Only if you have to hold a minimum of 500k in reserve will this ever be brought back. They tried it once, and it broke the raiding economy because you had lots of bases that weren't worth raiding for long stretches of the game, or that you'd actually lose e if you attacked because lots of players were dumping all their excess e into walls.
You will be thankful it's there once you get to TH9 and your upgrades are all 2-7 million, but this is also a strategy game. You can always go to TH9 if you want something to spend it on.
For the short time SC allowed lower walls to be upgraded with elixir it caused the game economy to crash, that is why it was reverted back to gold only.

1) Upgrading Walls with Elixir is now available only when upgrading Walls to level 9 and higher.
Mid-level Wall upgrades using Elixir have become an easy and highly-available place to spend away excess Elixir, which is good for idle Villagers, but bad for active attackers. Our primary goal for Wall upgrades using Elixir was always to give players more flexibility when pushing their Walls to higher levels, so pushing the Elixir option to Wall level 9+ will help us keep this flexibility for the most expensive of Walls while still retaining more Elixir in mid-level battles for when you go on the attack.
Note that moving the Elixir option up to Wall level 9 is the only change to Wall upgrading. The prices in Gold (or Elixir) will remain the same.
You should read, as Xav mentioned, the update notes for when upgrading walls with elixir was moved to level 9; those notes should answer your question and should make you understand why this is not a good idea:

Read that topic; SuperCell thought a lot about it when they made these changes. The removal of level 7 & 8 elixir walls came with other benefits such as level 12 mines/collectors and the extra drills.
All this may seem like a pain for th8s to handle, but removing that pain for them resulted in a lot more troubles for the upper TH levels, which didn't have where to take their resources from anymore. Since SuperCell figured that out and took actions to get the economy back on track, I doubt they will ever change the walls with elixir back.
I'm also a TH8 and now fully maxed with two exceptions Walls and Lab work. Guess what. I'm not complaining... yeah I would like to be able to make use of the 6 million elixir I have in storage every day and yes it is a pain that I still have around 90 million gold to farm to complete my walls but I have read SC reasoning and it makes sense. I will soon be a TH9 and guess who I will be farming my much needed elixir from then? Do I want this changed? No.
Solution? I sit my Townhall and one/two/three elixir stores out in the corner of the map. The number of stores vary depending on how much DE I have when saving for lab work. I try to entice those TH7 and TH9's to snipe my hall by giving this pink stuff away.
That way... raiders get a nice return.. I keep my much in demand gold/DE until I can save enough to spend it.
So they encourage TH9 to pick on TH8's stocked with useless elixir. TH9's kill TH8's and take their gold and dark too... Pretty frustrating.
