1. It may not be in the interest of the clan members and therefore it is giving the leader too much power.
2. I agree with this one.
I think both are good ideas, with the first a good change if you need to optimize it or find a better name, assuming the clan members agree. The second would be especially useful in war clans with only one country, do you could send more recent and pertinent information at a rate that better suits the clan.
Are they the thinking about this it's been asked from a lot of people don't make since u can change ur own clan

If the leader worked really hard to get the clan where it is today (high level, good members, etc.) he should be able to change the name once.
The leader is unhappy with the name and wants to change it, kinda like people changed their village name.
For the wait time yes needs to be decreased.
In addition bring back the KICK from war MAP option!
