No, get them every day.
I think they tweaked it because the DD was over run with them. Unfortunately if you don't get many to start with, a small tweak makes it very difficult. However, lots of people will still get too many of them and sell them in the DD or trade them on the TT.
around 1 week till now i never get drill from town visitors and cant find in newspaper.
