Long Term solution to loot deficiency.
The idea I have is simple. 90% of all loot in this game comes from collectors if not more (depends how much resources are gemmed and at what trophy level). YET, everytime I go into matchmaking maybe 25% of the people have max collectors. I see extremely advanced bases with lvl 4-5 collectors. They are the major provider of loot in this game seeing as it isn't just inserted into the game randomly (except gems). So if all the loot we are getting originates from collectors, we should max all our collectors to increase loot over the whole population correct? Simple way to get people to do this: Make an achievement for 250 gems (very small amount) to max your collectors.
Broken down version for people who do not want to read through that jumble:
90% of loot in coc is from collectors (10% is gemmed and I'd argue it would be less)
A large amount of coc players do not have max collectors, going back to first point-so less loot for everyone.
Easy way to get people to max their collectors: add an achievment for 250 gems to max them, this could also apply to dark elixir drills.
Collectors create 90% of the loot in game if not more, giving it the benefit of the doubt, but with everyone's collectors not maxed it cannot sustain everyone raiding for resources, thats why there is minimal loot, because collectors are minimal level, yet they create the majority of the loot, so it hurts the resource economy.
Think of it this way:
Country A can make a maximum of $5 a day (dont feel like writing out something bigger everytime)
Country A is only making $1 a day though.
Same with country B-Z. They are only making $26 combined a day when they could be making $130 a day.
Between countries A-Z they raid $40 a day, but combined they are only making $26 a day. This results in -$14 a day, thus a net a loss, and the amount of money plummets, thus bad loot.
But if they increase their production from $1 to $5 a day, they suddenly are making $130 a day and raiding $40 a day, which leaves $90 left over to sustain the economy and keep it from going bankrupt- good loot.

Mines/collectors.
1 star - 1 level 11 mine/collector = 20 gems
2 stars - 3 level 11 mines/collectors = 30 gems
3 stars - 6 level 11 mines/collectors = 50 gems
Drills
1 star - 1 level 3 drill = 20 gems
2 stars - 1 level 6 drill = 30 gems
3 stars - 2 level 6 drills = 50 gems.
Very good idea, but one tiny flaw
Ur edit says that u get gems for 1 or 3 or 6 lvl 11 collectors / mines, but what about TH 1-6? the max for them is lvl 2-10, so they wont feel as inclined to max out their collectors as TH 7+ people would. ur idea will work well on TH7+, but not so well on pre TH7 players. Maybe change a bit?
