Good idea, though it should be 1 star for full level 9 collectors, 2 stars for full level 10, and 3 for full level 11.

i like free gems as much as the next guy but if u do that then you gotta give gems for maxing out their barracks, army camps, etc..

Indeed, I feel this is among the best solutions (it's not a panacea, but it would help a lot) for addressing loot and can be implemented with very little disruption.
