I have 20/22 heroes, maxed troops. Will standard gibarch including a rage/jump if needed take out a mid th9 or higher a DE storage? Thanks

If you funnel correctly, yes.
Also, I would ditch the jump in favor of some WB's.
Yes, I used GiBarch for pushing when I was TH9. Getting to the TH/DE storage is fine on fellow TH9. TH10? Not so much...😁
If you're specifically looking for DE, I would guess rage is the way to go. I prefer the use of heal spells. With that combo I have not had any problems getting to the core getting the DE, especially if your heroes are up. Mine haven't been awake for quite some time now but I make sure I get a few raids in with them before putting them down again, they are fun to use and make things really easy.
Yes, it can! I don't have my heroes up at all lately and I've been farming DE for them non-stop. Using a rage and heal is a definite must without heroes but I can usually reach the DE storage, but sometimes I just know I won't get there without my queen. The queen is a huge helping hand in GiBarch raids and she should definitely finish the job off if all else fails.
Use WBs, they are great, especially under rage!
Always carry 4 wall breakers or even 6 if you are a th9 beating on the fat th9s with legos, but you will also need the jump. Wall breakers alone will not take you to the core and against legos you cant rely on giants smashing even a single wall.
I am a th10 with heroes lvl25 and if I use jump/rage I have more than 50% chance of getting the whole de of a max th10. Compared to that getting the de of a mid th9 is really easy. The queen is an important factor especially if you dont have lvl6 goblins yet. Often your attacks does not go well, but the queen locks on to the de storage and you get it with the ability.
I use 4 healers, 16 giants, 84 archers, so not quite gibarch. Regularly take TH9's. Trick is to avoid skull and above walls, attack from one side. Clear cc troops with archers. Drop giants followed by healers, then 'waft' left to right dropping a few archers at a time. Drop heroes when funnel is open and they normally go inside. Occasionally only get 1 star, frequently get 2 and depending on the crossbows, can get 3. Wall and crossbow levels seem to be key to success or failure. I generally avoid xbow lvl3, 1 and 2 are okay though. Dropping all your troops on the same side I find the healers generally move between the giants and heroes, if you're lucky! Takes some practice to learn which bases to take on and which to leave, but once you get that it can be a very effective farming strategy. Oh and my AQ is 16, BK 20.
