Besides, defending heroes are already way stronger than attacking heroes of the same level.

You do realize that the queen alone would probably ruin a raid right? There's a reason that no one likes to leave her alive when doing any hog or lavaloon based attacks. And while obviously not everyone has a lvl 40 queen, the dps she dishes out during her royal cloak (while being unable to be targeted on top of that) is equal to that of a lvl 2 single target inferno tower at full power.
