I don't believe there is any way to block people from returning. The best thing you can do is to set your clan setting to invite only.

no naming shaming on forum,you can remove his name from post and blur his name from pic.there is no possible way to block any user.you set your clan to invite only and tell everyone to not accept that guy.easy and simple
Invite Only for your clan and make sure people in your clan who are eligible to accept someone, they know not to let this person back in.

I'd post that as a suggestion - Leaders and Co-Leaders should be able to add players to a Black List to prevent them from being invited in or to even prevent them from spamming requests to join.
