AQ for sure.

AQ first. She is genuinely unique. 5 tile range, can disappear from defense/troop targeting. No other unit in the game possesses either of those traits. Irreplaceable. And the stronger the better. You'll really appreciate the damage increase in ability, and ability duration, when she's about the last thing left in an attack and is going after DE storage (raid) or TH (war)

The queen is more important in cw and much more important while farming, so I would prefer upgrading her first if you cant do both at the same time.
On the other hand the king gets more advantage from the increased ability level so if both are at lvl14 I would do the king first. You will feel the difference.
