Spend $5 and get him. Thats the easiest and least painful way of getting him at TH7. Your other option is rising to crystal 1 or 2 and picking off people that have 5k elixer with lightening spells (doable for a TH7, I was able to gain 12.5k for his upgrade this way).
Go up to 1600 trophies and lightning 1.4k+ DE.
Try finding ownly people with dark elixer not just loot that's what I did I ownly raided someone if they had dark elixer

If it's too hard to stay at 1600, you may still be successful around 1500+ with a bit of patience (clicking next more).

I don't even go looking for the stuff, it just builds up as you attack.
I am th7, after I had all my defensive buildings upgraded, I started working on getting all my walls to lvl 7. I raided many th9 and 10s with a ton of elixir, gold and de. I used 10 lvl 2 dragons. I avoided active inferno towers, they will own dragons. Try and make sure the air defenses are lower too, or easy to get to right away. I just finished getting my walls to 7 and I almost have enough de to get bk to lvl 4. The only downside to this approach is that you need 300k elixir to get 10 lvl2 dragons. I was getting around 2k de per raid, a few over 3k
Idk about you guys, but I got a lot of De at 1,000 (Th7) trophy level. I got around 20k or so De, but this was before the extra De storage update. I found that premature inactive players house the most easy acquirable with barbs, archers, and wall breakers.
