So I have just turned th 9, and was wondering if building the crossbows, and not updating my war base would keep my targets lower for a while, just until I upgrade all my troops, or does the war search use my home base ?

I think it uses your home base for the search...I'm not 100% sure though
No such luck. It doesn't matter what you put down on your war base, anything you have built before the search will add to your weight.
