Don't ban them, just let them try to earn money.... It'll make them learn.

Selling your village is against the ToS of Supercell so of course selling a service from your village is also illegal.
illegal = against the law.
it would be a violation of the terms of service which is a contract between you and supercell, which is quoted above by yours truly.
