The EQ is more relevant at TH10 than it is at TH9.
Like others have said you are able to cut open a large path and take off a significant amount of HP from high hp buildings in the area and EQ path does not expire like a jump spell placement does.
In TH10 attacks every Hitpoint matters.
My TH10 Spell comp I have been using with good success: 4 EQ(lvl3) 1 Rage 2 freeze 1 poison.
Example -
First you pick the side of the base you want to attack from and drop the EQ where the radius hits TH and opens up a nice hole from multiple pockets.

Here you can see the nice large path for troops and the amount of HP taken off the townhall and surrounding buildings.

And Finally you go to town and do work!

Is the earthquake spell worth it with town hall 8?
If my clan only decided to use freeze spells for freezing cc troops after a lure, and refused to upgrade because they only needed them frozen for the lvl 1 freeze time...that wouldn't mean there's no point in upgrading freeze spells just because we choose to use it for one purpose instead of maximizing its use.
Yes.
If you ever use 3 lightning spells to destroy an air defense and then attack with dragons and ballons, then there is a very good news for you. That very same attack just got OP.
Two LV5 lightning + One LV2 EQ = one air defense gone.
Yes, you will now have one rage spell for your dragons and loons to attack a TH8 base with only two air defenses left.
Definitely worth it. No question.
The EQ spell rebalancing is a nerf. Because nearly everyone who uses it uses 4, the comparison needs to be primarily there. And the significant reduction of damage to buildings done by 4 EQ spells makes it a lot less useful than it had been. There is nearly always at least an inferno and usually also an xbow that can be wallopped by an EQ that also leads troops to the middle.
I'm quite displeased by the change, particularly since so many allegedly smart players weren't grasping what I had considered to be a great benefit of it.
Before update:
4x Level 4 EQ spells = 35% against buildings and walls destroyed
4x Level 1 EQ spells = 21% against buildings and walls destroyed
After update:
4x Level 4 EQ spells = 42% against buildings and walls destroyed
4x Level 1 EQ spells = 23% against buildings and walls destroyed
