Clan perks are earned collectively by all the clan members who are part of the war. If the clan decide to kickout a member his/her earned clan perks should also be removed from the clan & clan experience should also be reduced.
This will is help the clan leader/co-leader to take sensible decision to kickout any loyal member.
An interesting idea, but I feel it takes away the teamwork part of the clan perks, and wouldn't be one I'd like to see. Here's why
At the moment the only way for a player to actually win perk points is by winning an attack in war against an unstared base. The other points are gained as a team effort, stars won and war won. How would this be quantified per player?
I feel it would be quite divisive if a player who clears already hit bases in war recives less points than a one star loot raid on a higher base
I could also imagine mercenaries going to clans "make me leader/co/ or give me pekkas/witches/golems every time I request or I'm going and taking my points with me.

If someone starts missing attacks, or goofing off, I certainly don't want to be unable to remove them since I would lose xp if they were a long time member. That would wreck the clan eventually, the rules wouldnt apply to long time members.
My advice to you is to just find another clan and move on, there are plenty of level 7s and 8s looking for all sorts of players.
