Actually it is a change in my opinion. Many people use the following strategy for dealing with hounds. Lure to a corner, place a dragon there, start attacking. The hound targets the dragon and it stays in place until the dragon kills it and the pups. If you do that now, the hound is going to leave that dragon, attack your actual troops causing those troops to stop attacking the base and instead attack the hound.
It's not about the damage that the hound does, it's about the fact that it draws fire. This allows the hound to more easily draw fire from attack troops (I'll admit, not a huge change, but it's not something you can simply ignore). Specifically, it's going to cause a change in how you handle the cc for the golem kill squad in most TH9 attacks.
It means that a few updates ago if you had cc troops attacking one of your troops, a large area of your own troops would rush in to counter-attack the cc troops. Then an update was made...now the area where your troops will counter-attack is much much smaller (which means 2 things 1) Your troops will stay more focused on the buildings you pointed them toward, but 2) Your troops getting hit by the cc are more likely to die quickly without other troops helping out)
Now, this update is reversing at least some of that change (I guess, I didn't see that in the sneak peaks). Meaning a larger group of nearby troops will now counter-attack the cc. The affected circle of who will or who won't rush in to help out your own troops getting hit by the enemy cc is getting larger.
what if the war that we have on our clan result in a tie after update. (about 2hours left before maintenance start).

I still have two attacks in my war and just curious to know of the new changes will apply once the game is back up on a war already in progress?
Yes, the changes will be applied to existing wars.
