Just tested with balloons lvl6 and rage lvl5. The flame in the balloons disappear, however for some magical reason the flame in maxed spells is still there... Illuminati confirmed!

I haven't checked the video yet, but it's possible that screenshot was taken on a frame when the flame is not visible.
Interesting but doubt it, notice how they hid the barracks and stuff in the layout editor? Shows they're being more careful with this update so I doubt it.
