I recently transferred from iOS to Android, so it's not exactly your case, but...
It seems that Facebook is simply a modified cloud save. If your farm ever saved there, it should still be there, only maybe missing some recent progress...which you obviously don't have if you can't even load. :-)
What system are you coming from? I transferred from an iPhone 4...
Ah ha. I thought the original iPad came after the 4. If you can't update to iOS 7, perhaps just open the new farm on your new device, connect to Facebook, and pray?
Also, there's another thread called lost farm where Tink advises the poster to contact support with some information, that might work. Support being slammed right now, but yeah....

Hi, I hope I come just in time.
Since the link became permanent, you only need to connect your farm with FB once to establish the link. Multiple connexion/disconnexion afterwards won't break it. I hope this is the case for you, if not you can still retrieve it but need to go through Support.
Okay so let's start step by step, please ask question if any of this sounds unclear to you before doing it:
- step 1: install Hay Day on android device
- step 2: my version is different than what is suggested by HelpSHift but this is how I take control of my accounts: make sure everything FB related is signed out (DDevice setting, FB app, FB messenger app..). Force close those apps, even restart to check they are indeed signed out.
- step 3: open Hay Day, go through the tutorial till you can access Settings, tap on FB > connect, that is where you will be ask to enter FB credentials and make sure you log in with the one connected to your farm. If it is, the pop up "choose the farm" should appear shortly, or after reloading the app. If it is not, you can tell that your farm is not connected to that FB account and now the current FB account is connected to the farm level 1. In order to retrieve your farm, you can contact Support from the farm level 1 and open a lost farm case (you will be asked to prove you are the owner).
Summary: you can still transfer your farm to android, either it is instantly (yay) or take a few more days (waiting for Support). Please be aware that during the ownership verification, your farm could be temporarily banned and waiting for recovery code (in case your iPad can open Hay Day again). During this time, please stay in touch with Support through the farm level 1.
The complicated part of OP question is that OP cannot log in on the iPad to verify connection, and the only FAQ that addresses this, as you pointed out, insists that you perform this step. I think if OP officially figured out that it was linked, both (s)he and I would be more comfortable just linking in on the Android.
From what I understand, the OP is not sure if the farm is still attached to FB (so he can use FB to load it) when FB connexion is disconnected.
My reply confirms that the link is permanent (the linking step doesn't need to be right at before the moment of transfer, it could be months ago) and goes further explaining the process as I would do.
Apologise if I am mistaken in which case I'll try my best to offer help with the current case.
I understand your fear. Between players, this is the way I see it:
- if all goes well, yay for playing Hay Day again
- if not, no difference with current situation which is you cannot access your farm on iOS nor Android
Nick said they are looking into this urgently though, so you can wait for them as well.

About your comment about HelpShift, I can assure you that Supercell runs Support, not HelpShift. HelpShift provides a platform to manage tickets and publish FAQ in game and online. Before they use ZenDesk. Running Support with HelpSHift is like running the forum with vBulletin.
