On-topic: Upgrading walls with elixir starting at upgrading to lvl7 would be an economic disaster.

No one is forcing you to stay at TH8 with nothing to spend your elixir on. Ask yourself why you want to stay at TH8. Does it have anything to do with loot penalties? Because by staying at TH8 with maxed elixir upgrades, you're creating a 100% loot penalty for yourself in the form of elixir.

Did you know you can work on both level 8 and level 9 walls at the same time? You can spend 1 mil elixir on a level 9 wall for every 500k gold you spend on a level 8 wall.

Staying at a lower town hall has its pros as well as its cons... just like moving to the next town hall has its pros and cons. The thing is, no matter which one you choose to do, you can't have all the pros and no cons.
