Considering the weight infernos have on your matchmaking, it is best to wait up on building those until you atleast have upgraded freeze and other troops that should be prioritized like golems.
Overall, TH9.5 is pretty effective, but if you're a maxed TH9 already you may be mismatched with rushed TH10s with infernos so there is a downside.
This. You can rush to TH10 and be effective in war without infernos if your defenses are low enough that on the net you tend to add a TH9 to the matchup. If you add a TH10 with infernos (and they almost always have them) you are starting to become a liability (costing a star). This is very likely once you have TH9 max defense (or close to it).
TH9.5 is an effective strategy for the first month or two as there are bigger priorities (1 builders on heros, 1 on walls 3 builders on 122 days of lab/sf/camps/cc/drill/mine/collector = 40 ish days before defenses). After that I would strongly consider building infernos if you are max defense TH9 (if you're over about 68k).
I would prioritize farming troops and Golem/Jump. Assuming you came in with decent heros (20/20+) and leveled one at a time always in early TH10, you'll soon have the ability to 2 star mid to max TH10. (49 days of lab in barch/golem/jump).
I would not touch freeze upgrades until you're ready to start trying to 3 star low TH10s.
Yes tried it for several months. It doesn't work very well if you are the only 9.5. If you are the only one, I would suggest going to TH10, build everything, but your infernos/xbow at first. Once you get your camps, sf, lab and maybe a couple war troops upgraded, build one inferno. If you feel comfortable in war 2 starring, then add another inferno etc..
Basically, you just don't want to be weighted too high, with Th9 offense still. Once you get the extra camp space, 5th spell, freeze up, you can just upgrade as usual. I am the only TH10, so I can see directly the bases that I draw in. Its pretty random. I faced a maxed out TH10 defense, before I built my second inferno once. Last war I faced a TH9 level defense TH10 and both my infernos are level 2 and 3rd xbow going to 3 now. It's pretty funny, but unless you have a few guys doing it, I wouldn't waste much time.
The thing I see most effective is EXTREMELY low defenses, with TH10 level offense. You are basically giving up an easy 3 star low, to 6* Th8/9s. No idea how people hold onto loot for upgrades, but looks like it could be effective. I know even a super rushed TH10 with one/tow infernos, can cause big problems for any Th9 and lower.
Totally do th9.5! It is an amazing way to go. I get no loot penalty and you have no infernos to stop my super queen from taking your de. I LOVE finding them and farming.
I love th9.5's. When I find them when farming, they have no infernals to stop my core barch hahaha.
You play in sessions and spend it or hang out in a league where snipes are common.
I was in Champions 2 recently practicing my war attacks and I was perpetually 1 starred, despite carrying 100k/400k/3k at times (and having really low defenses, a bad farming base, and unarmed traps). I went a whole week where I lost about 40 trophies due to 1 star snipes for -1 trophy.
I'm back down in 3100-3200 to farm again and I've been 3 starred for much less loot (100k/100k/300 was last night) Maybe they wanted the 31 trophies? That amount hardly seems worth wasting an army on, I get better than that with barch (my last barch attack was 230k/150k/3k for 11 trophies and is fairly typical). I'm not counting league bonus in either set of numbers.
