I skip my th9 warring because of farming those heroes and lava walls, now I'm a early th10. I'm planning to create a mini and upgrade only the offense-related things straight to th9 leaving everything in th2 level.
What army should be the best in 3 starring max th9? So I can only upgrade the specific troops.

There's no simple answer to this, as it depends on the base you will be attacking. Many high level TH9s can be taken out with some combination of GoHo - you'll almost certainly need to upgrade golems and hogs for most strategies. You might also want an air attack based around Lava Hounds and Balloons.
Two items, both warnings.
Have a really good idea of how much this is going to cost before you start. Getting an account to the level you describe will cost several hundred dollars just to get it to a TH9 with max hogs and heal spells to destroy TH8s. Getting it to TH10 with max troops when you intend to gem? I dunno but it wouldn't surprise me if the cost pressed up into the high 3 digits.
Second, the optimal/preferred troop composition at TH10 changes. The best goal is to be versatile, but that's even more expensive that just upgrading one composition.
Be very sure you want to do this before you start.
You want to 3-star max TH9s? Simple! You will only need the following:
- Golems,
- Hogs,
- Hounds,
- Loons,
- Wizards,
- WBs,
- Jump spell,
- Rage spell...
The above is ~5 months of lab research non-stop.
In order to farm enough resources to upgrade the above troops, you will need to upgrade your Archers, Barbarians, Giants and probably Minions which is another 2 months.
Don't forget you'll need a max CC and max army camp space, too.
So as you can see it is really quite easy!
Oh, and don't forget you'll need heroes 15-20+ if you want any chance of consistently 3-starring max TH9.
In case you didn't get my sarcasm, you basically need to be a max TH9 if you want to 3-star TH9. Ignoring walls and defenses does not speed up your progress in the lab.
GoHo is likely the stronger TH9 attack if you're picking just one.
The minimum troop set is
Barb - 20 days (hero ability upgrade + farming)
Archer - 21 days (hero ability upgrade + farming)
WB- 11 days
Wizard - 11 days
Heal - 18 days
Hog - 44 days
Golem - 36 days
Jump - 5 days
Total - 166 days
Nice to haves
Witch - 10 days (Nice option for some bases)
Giant - 21 days (leading for Surgical)
Balloon - 21 days (Holo or GoWi + back end Loons)
Poison - 10 days (kill loons faster/slow more)
Healer - 15 days (AQ walks)
If you end up getting Balloons, you may as well add Lava Hounds (10 days)/Rage (17 days) for both major TH9 attacks. Also Minions (28 days) can be useful for funnel creation in LaLoon (camp space is tight, so if you can use a minion instead of a wizard it's often a win.
If you're serious about optimizing your troops, I wouldn't upgrade your barracks past the Wizard (or Healer) level. Depending on the level of defenses you build (I would suggest some), you may need to consider gems for barracks boosting (if no defenses, I would definitely suggest barracks boosting)
